The series contains articles mostly based on Soviet press and radio materials screened by Radio Liberty's Central Research Department in Munich, with evaluations added by staff analysts. They were intended primarily for background use of the Radio Liberty broadcasting staff and were made available as a courtesy to interested specialists in Soviet affairs.
