In the autumn of 1999, RADDHO interviewed Sierra Leonean refugees who live in Senegal about their difficult and very poor living conditions. Many refugees blame the UNHCR and the Senegalese government for providing inadequate assistance. Others try to run small businesses and talk about their experiences with finding a way out of poverty.

A report of the 1992 Truth Commission accused Habre's regime of 40,000 political murders and 200,000 cases of torture. Habre ruled Chad from 1982 to 1990, when he was deposed and fled to Senegal.
